Products manufactured in Hong Kong that meet the CEPA origin rules enjoy zero tariff for import into the Mainland, see Annex 1 for details.
Manufacturers must first register with the Trade and Industry Department (TID) in respect of the products they produce before they are eligible to apply for CEPA COs. Under the Factory Registration system of the HKSAR Government, the Customs and Excise Department (C&ED) will conduct inspections on factories to process registration by TID. The manufacturers may then apply for CEPA COs in respect of the products registered, and the issue of some certificates may be subject to verification by TID and/or consignment check by C&ED according to Government’s requirements.
