CHKO is applicable to goods which are wholly grown or mined or manufactured in Hong Kong. Manufactured goods must be the products of manufacturing processes in Hong Kong, which have changed permanently and substantially the shape, nature, form or utility of the basic materials used in their manufacture.The detailed origin criteria and the corresponding principal manufacturing processes for specific products are set out in Appendix I
Manufacturers must first register with the Trade and Industry Department (TID) in respect of the products they produce before they are eligible to apply for Certificates of Hong Kong Origin (CHKO). Under the Factory Registration system of the HKSAR Government, the Customs and Excise Department (C&ED) will conduct inspections on factories to process registration by TID. The manufacturers may then apply for CHKOs in respect of the products registered, and the issuance of some certificates may be subject to verification by TID and/or consignment check by C&ED according to Government’s requirements.
