CP certifies that the goods concerned have undergone certain manufacturing processes in Hong Kong but not to the extent where Hong Kong origin status can be conferred. Manufacturing processes such as simple diluting, packing, bottling, drying, simple assembling, sorting or decorating etc. are not regarded as genuine manufacturing processes.
Manufacturers must first register with the Trade and Industry Department (TID) in respect of the products they produce before they are eligible to apply for Certificates of Processing (CP). Under the Factory Registration system of the HKSAR Government, the Customs and Excise Department (C&ED) will conduct inspections on factories to process registration by TID. The manufacturers may then apply for CPs in respect of the products registered, and the issue of some certificates may be subject to verification by TID and/or consignment check by C&ED according to Government’s requirements.
