The Chamber means "The Hong Kong General Chamber of Commerce".
PaySmart Card means a plastic card with built-in secured memory storage features issued by the Chamber.
Card means PaySmart Card.
Subscriber means a company who has registered for using PaySmart.
The use of the Card is restricted to the company named on the Card and solely for payments of Certificate of Origin, Carnet, Certification of document, import/export declarations and consulate endorsement facilitation services.
Subscriber has to complete the registration process for using the Card.
Subscriber has to produce the Card to the Chamber counter for payment.
Partial payment by the Card to a single application is not allowed.
When the Card balance falls below half of the stored value, an amount equals to the stored value will be debited from Subscriber's bank account if it has chosen to replenish by bank direct debit. Others need to replenish the stored value amount by cheque or cash.
The Chamber reserves the rights to refuse applications due to insufficient account balance.
The Chamber will produce a receipt for each transaction immediately. Subscriber should confirm the correctness before leaving the counter. Any dispute should be raised in the same day, otherwise the transaction is deemed correct.
Subscriber shall be responsible and liable for all transactions made under the Card account.
The Chamber will keep all transaction details for a period of six months. On-line statement will be provided (

).
In case of loss or damage of the Card, Subscriber should report to the Chamber in writing. The charge for card replacement is one hundred ($100) Hong Kong dollars.
Subscriber cannot assign or transfer Subscriber's rights to third party.
If there are any changes in the details stated on the application form after submission, Subscriber shall inform such changes to the Chamber in writing.
Subscriber may terminate using the Card at any time by writing to the Chamber. Refunds, if any, will be returned by cheque within one month upon receiving the notice.
